Why do we need spaces to see one thing as an art?

Why does art own value when it is displayed in an exhibition or
a museum?
A rock lying on the pavement for ages never grabs attention as a piece of art, but the same rock, when picked and kept in the centre of a museum, we start to notice and observe it; what makes the audience interpret it as a piece of art?
